《我国体育公共支出绩效评价研究》以公共经济学、公共管理学理论为基础，运用文献资料、专家访谈、数理统计和实地调研等研究方法，特别是利用结构方程模型构建体育公共支出绩效评价指标体系，对我国体育公共支出绩效评价进行了较为深入的分析，得出两个主要结论：一，我国体育公共支出绩效指数极为匮乏，大多数省市绩效指数处于良好等级以下。绩效指数与地区经济发展正相关。随着经济的发展，体育公共支出绩效指数均出现了不同程度的改善。虽然绩效指数高与低省市之间的差距在缩小，但是，各省市之间绩效差异度有扩大的趋势。二，我国竞技体育和群众体育公共支出绩效呈现出弱相关性。其原因是过度重视竞技体育，轻视群众体育发展，结果导致我国群众体育发展非常落后，使竞技体育和群众体育未能形成互相促进、相得益彰的格局，程度上影响了体育公共支出绩效水平。根据上述研究，同时提出了提高我国体育公共支出绩效的对策与建议。

作者简介

张凤彪，男，1980年1月出生，中员。硕士、博士均毕业于北京体育大学体育人文社会学专业，研究方向体育经济与管理。苏州大学体育学在站博士后，湖南工业大学体育学院教师，硕士研究生导师。承担体育概论、体育经济学、体育管理学、体育产业与营销等多门本科生和研究生课程教学工作。主持与参与课题18项，其中，主持国家社会科学基金及各类课题7项；公开发表论文25篇，其中，在期刊《体育科学》发表论文3篇，出版专著1部。
