电力系统全网及各个可能独立运行的地区电网，都应设置限制频率降低的控制装置，以便在各种可能的扰动下失去部分电源而引起频率降低时，将频率降低限制在短时允许范围内，并保证频率在允许时间内恢复至长时间允许值，低频减负荷控制是自动限制频率降低的主要措施。为了在系统频率降低时，减弱互联系统的相互影响，以及保证发电厂厂用电和其他重要用户的供电安全，可以在系统的适当地点设置低频解列控制。本标准规范、指导低频减负荷和低频解列装置的研发、生产和检验。内页插图
